Added StaliniumCharge effect and integrated it with sword.
- Created `StaliniumChargeEffect` with speed/knockback buffs. - Registered `ModEffects` and `StaliniumChargeEffect`. - Updated `StaliniumSwordItem` to apply the custom effect and added cooldown handling. - Simplified effect logic, replacing vanilla effects with the custom one. - Ensured sword remains unbreakable.
